(a) Program Authorized.--
(1) <<NOTE: Grants. Contracts.>> In general.--The Secretary, on a competitive basis, shall award grants to, and enter into contracts and cooperative agreements with, eligible entities to support activities described in subsections (b) and (c).
(2) Definition of eligible entity.--In this section, the term `eligible entity' has the meaning given the term in section 661(b).
