Individualized family service plans (IFSPs) (§303.114)

Comment: One commenter recommended adding the words “and

his/her family” after the term “disability” in this

section.

Discussion: We agree that the IFSP is designed to address the needs of both the infant and toddler with a disability

and the child’s family. Accordingly, we have revised

§303.114 to make clear that the State’s system must provide

an IFSP for each infant or toddler with a disability and

the child’s family in the State. Additionally, we have

reworded §303.114, without changing the substantive

meaning.

Changes: We have (a) added the words “and his or her

family” following the phrase “each infant or toddler with a

disability” in §303.114, (b) replaced the word “include”

with the word “ensure,” and (c) clarified that the IFSP

developed and implemented for a child must meet the

requirements in §§303.340 through 303.346 and include

service coordination services.
