Purpose of the early intervention program for infants and

toddlers with disabilities (§303.1)

Comment: A few commenters recommended revising the title

of §303.1 to replace “early intervention program” with

“early intervention system.” These commenters stated that

the word “system” is consistent with the language in the

Act, other recent regulatory changes, and the intent of coordinated interagency efforts.

Discussion: The title of this section refers to the overall purposes of the Federal early intervention program that the Department administers under Part C of the Act and is being implemented through these regulations. The term is not intended to refer to the early intervention systems that States must develop and implement under Part C of the Act. Therefore, the title of this section has not been changed.

historically underrepresented populations in §303.1(d) be
