In §303.604(a)(3), we have intentionally used the word
“methods” rather than “interagency agreements.” The term
“methods” is intended to be broader than “interagency
agreements” and to include entering into interagency
agreements; this use of the term “methods” aligns
§303.604(a)(3) with the reference in section 640(b) of the
Act to methods of ensuring services (which may include an interagency agreement or other mechanism for interagency coordination). We believe that further clarification of
the term “method” is not needed.
Comment: One commenter recommended revising the reporting period for the annual report to the Governor and to the
Secretary in §303.604(c)(2). The commenter stated that the
reporting period is inconsistent with section 641(e)(1)(D) of the Act.
Discussion: Section 641(e)(1)(D) of the Act does not specify the reporting period; rather, it requires the Council to prepare and submit to the Governor and to the
